The Political Bureau of the CPC Central Committee held a meeting on January 20 to review the "Comprehensive Report on the Standing Committee of the Political Bureau of the CPC Central Committee Hearing and Studying the Work Reports of the Party Groups of the Standing Committee of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Consultative Conference, the Supreme People's Court, and the Supreme People's Procuratorate and the Work Report of the Central Secretariat" and "Opinions on Comprehensively Promoting Ecological Protection and High-quality Development in the Yellow River Basin". The meeting fully affirmed the work of the Standing Committee of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Consultative Conference, the Party Groups of the Supreme People's Court and the Supreme People's Procuratorate and the Central Secretariat in 2024, and agreed to their work arrangements for 2025. The meeting believes that in the past year, the five party groups have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly safeguarded the authority and centralized and unified leadership of the Party Central Committee, strengthened their mission, fulfilled their duties, strengthened the construction of the party groups themselves, and conscientiously fulfilled their main responsibilities of comprehensively and strictly governing the party, making new contributions to comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. The meeting pointed out that ecological protection and high-quality development in the Yellow River Basin is a long-term plan that concerns the great rejuvenation of the Chinese nation and sustainable development. We must deeply understand the strategic intentions of the Party Central Committee, firmly grasp the strategic requirements of focusing on protection and governance, and use further comprehensive deepening of reform as a driving force to promote the comprehensive implementation of the Yellow River Protection Law, respect the laws of nature, focus on handling the relationship between water and population, food, and energy, and promote a comprehensive green transformation of development methods.

The meeting stressed that it is necessary to continuously improve the ecological protection and coordination pattern of the Yellow River Basin, systematically improve the water conservation capacity of the upper reaches, strengthen soil and water conservation in the middle reaches, and promote the protection and ecological governance of wetlands in the lower reaches. Water resources should be regarded as the most rigid constraint, and the potential for water conservation should be deeply tapped. We must not relax to ensure the long-term safety of the Yellow River and ensure the safety of important embankments, reservoirs and infrastructure. We must comprehensively deepen reform and expand opening up, strengthen the connection with regional strategies such as the Great Western Development and the Rise of Central China, and continuously achieve new results in high-quality development. We must protect, inherit and carry forward the Yellow River culture, strengthen the overall and systematic protection of cultural heritage, inherit the historical context and national roots, and promote the integrated development of culture and tourism. The Central Leading Group for Regional Coordinated Development should strengthen overall coordination and supervision and guidance, and relevant central departments should increase support. Party committees and governments at all levels in the provinces and regions along the Yellow River should earnestly perform their main responsibilities, resolutely implement the decisions and arrangements of the Party Central Committee, and solidly promote the implementation of key tasks and promote the implementation of major reform matters.
